বিপরীত বৈষম্য নীতি প্রয়োগ করা হয় সংখ্যালঘুদের ক্ষেত্রে। সংখ্যাগরিষ্ঠের সুবিধা এবং সংখ্যালঘুদের বঞ্চনা ও ক্ষমতা হীনতা বোঝাতেই মূলত বিপরীত বৈষম্য নীতি প্রয়োগ করা হয়। কোন দেশ বা সমাজের সংখ্যাগরিষ্ঠের তুলনায় বঞ্চিত বা হেই প্রতিপন্ন সম্প্রদায় বিশেষ হচ্ছে সংখ্যালঘু।
