The had used here is a possessive verb(main verb) in the simple past. You use would with simple past verb.
If I had had money, I would have bought that.
The 1st “had” in here shows the past perfect tense of the 2nd “had” Which is a possessive verb. You use would have with past perfect verb.
So,

If I had had money, I would have bought that → correct.
