জীবন ও স্বাস্থ্য-সুরক্ষায় নিরাপদ খাদ্য

ভূমিকাঃ মানুষের প্রধান মৌলিক চাহিদা হলো খাদ্য। বেঁচে থাকার জন্য যেমন খাদ্য দরকার তেমনি সুস্থ, সুন্দর, স্বাভাবিকভাবে বেঁচে থাকার জন্য ভেজালবিহীন খাদ্য বা নিরাপদ খাদ্য অপরিহার্য। 

নিরাপদ খাদ্যঃ আধুনিক জীবনে শিল্পজাত খাদ্য একটি স্বাভাবিক ব্যাপার। এ খাদ্যকে স্বাভাবিক এবং ভেজাল ও অন্যান্য দূষণ থেকে নিরাপদ অবস্থায় বিতরণ এখন একটি বিশ্ব সমস্যা। অসাধু ব্যবসায়ীদের কারসাজি ছাড়াও নানা কারণে খাদ্য দূষিত হতে পারে। খাদ্য উৎপাদন, প্রক্রিয়াকরণ, পরিবহণ, খাদ্যগ্রহণ প্রক্রিয়ার যেকোন পর্যায়ে শিল্পায়িত খাদ্য খাদ্যের অনুপযোগী হতে পারে। খাদ্য উৎপাদন থেকে শুরু করে ভোক্তার দ্বার পর্যন্ত খাদ্যের গুণগত মান নিশ্চিত রাখা একটি বড় সরকারি ও বেসরকারি দায়িত্ব ।

খাদ্যশিল্পের দায়িত্ব উৎপাদিত খাদ্যসামগ্রী স্বাস্থ্য নিরাপত্তা নিশ্চিত করা। খাদ্য প্রক্রিয়াকরণ প্রতিষ্ঠানসমূহ এ লক্ষ্য অর্জনের জন্য আধুনিক মান নির্ধারণ ব্যবস্থাপনা করতে আইনগতভাবে বাধ্য। এ সংক্রান্ত ব্যবস্থাপনার প্রধান তিনটি পদ্ধতি হলোঃ

উত্তম উৎপাদন পদ্ধতিঃ উত্তম উৎপাদন পদ্ধতির আওতায় ঐ সমস্ত পদ্ধতি ব্যবহার করা হয়ে থাকে যার ফলে খাদ্যের সংগতিপূর্ণ মানসহ নিরাপদের বিষয়টি নিশ্চিত করার প্রমান রয়েছে। প্রক্রিয়াজাতজনিত সংকট নির্ধারণ এবং এর প্রতিটি ধাপের নিয়ন্ত্রণ (Hazard Analysis Critical Control Points বা সংক্ষেপে HACCP). খাদ্যের মান ও এর নিরাপদ হওয়ার বিষয়টি সনাতনী পদ্ধতির দৃষ্টিকোণ প্রক্রিয়াকৃত খাদ্যের মধ্যেই সীমিত ছিল। HACCP সাম্প্রতিক কালে উদ্ভাবিত একটি সক্রিয় কারিগরি পদ্ধতি। এ পদ্ধতি প্রক্রিয়াজাতকরণের প্রতিটি পর্যায়ে সম্ভাব্য সমস্যা ও তা নিয়ন্ত্রণ করতে সক্ষম।

মান নিশ্চয়তার বিধানঃ আন্তর্জাতিক মান নির্ধারণ সংস্থা (International Standards Organization ISO 9000) এবং ইউরোপীয় ইউনিয়নের নির্ধারিত মানের (BU 29000) মাধ্যমে খাদ্য শিল্পের সাথে জড়িত প্রতিষ্ঠানসমূহ এই দুটি সংস্থা কর্তৃক নির্ধারিত পদ্ধতি অনুসরণ করে থাকে। এ ধরণের কর্মসূচির কার্যকারিতা নিরপেক্ষ বিশেষজ্ঞ দ্বারা নিয়মিতভাবে মূল্যায়িত হয়।

নিরাপদ খাদ্য ক্রয়ে ভোক্তা অধিকার ও বাংলাদেশঃ পণ্য ক্রয়ের ক্ষেত্রে ক্রেতার বিশেষ কিছু অধিকার রয়েছে। ক্রেতাদের সকল অধিকার আজ আন্তর্জাতিকভাবে স্বীকৃত। প্রকৃতপক্ষে প্রত্যেক ব্যক্তিই একজন ভোক্তা। ১৯৬০ সালের এপ্রিল মাসে হল্যান্ডের হেগ নগরে অনুষ্ঠিত হয়েছিল যুক্তরাষ্ট্র, ব্রিটেন, অস্ট্রেলিয়া, বেলজিয়াম প্রভৃতি দেশের ক্রেতা সংগঠনের উদ্যোক্তাদের এক সম্মেলন। এ সম্মেলনেই গঠিত হয় আন্তর্জাতিক ক্রেতা সংগঠন 'ইন্টারন্যাশনাল অর্গানাইজেশন অব কনজুমারস ইউনিয়ন' (আইওসিইড)। আইওসিইউ দ্বারা স্বীকৃত ৭টি ভোক্তা অধিকার হলোঃ

০১. নিরাপত্তার অধিকার।
০২. জানার অধিকার। 
০৩. অভিযোগ ও প্রতিনিধিত্বের অধিকার।
০৪. ন্যায্যমূল্যে পছন্দসই পণ্য কেনার অধিকার।
০৫. ক্ষতিপূরণ পাওয়ার অধিকার।
০৬. ক্রেতার শিক্ষালাভের অধিকার। 
০৭. স্বাস্থ্যকর পরিবেশের অধিকার

বাংলাদেশে ক্রেতাদের যে অধিকার রয়েছে এ সম্পর্কেই তাদের কোন ধারণা নেই। তাছাড়া কোনো পণ্য সম্পর্কে অভিযোগ করতে অধিকাংশ সময় কোনো সুফল পাওয়া যায় না। কোনো পণ্য ব্যবহারের ফলে ক্ষতিগ্রস্থ ক্রেতা যদি আইনের আশ্রয় নিতে যায় তবে সে তো ক্ষতিপূরণ পায়ই না বরং সে আরো ক্ষতির সম্মুখীন হয়। তবে কিছু কিছু ক্ষেত্রে ক্রেতার অধিকারের ব্যাপারে সুফল আসছে, এর জন্য করছে কনজ্যুমারস এসোসিয়েশন অব বাংলাদেশ (ক্যাব)।

নিরাপদ খাদ্যের গুরুত্বঃ খাদ্য হলো প্রাণশক্তি। খাদ্য ছাড়া কোনো প্রাণিই বাঁচতে পারে না। সেই খাদ্যের গুরুত্ব অনুধাবেনর জন্য প্রতিবছরের ১৬ অক্টোবর বিশ্ব খাদ্য দিবস পালন করা হয়। ১৯৪৫ সালে জাতিসংঘ গঠনের পর থেকে ১৯৭৯ সালে এর ২০তম সাধারণ পরিষদের কনফারেন্সে বিশ্ব খাদ্য সংস্থা ফুড এ্যান্ড এগ্রিকালচার অর্গানাইজেশেন (FAO) গঠন করা হয়। বিশ্বে খাদ্য নিরাপত্তা নিশ্চিত করার জন্য ওয়ার্ল্ডফুড প্রোগ্রাম (ডব্লিউএফপি), ইন্টারন্যাশনাল ফান্ড ফর এগ্রিকালচার ডেভেলপমেন্ট (আইএফএডি-ইফাদ) গঠন করা হয়েছে। পরে ইতালির রোমে প্রতিষ্ঠিত হয়েছে FAO এর সদর দপ্তর।

আমাদের বাংলাদেশের বর্তমান জনসংখ্যা ১৬ কোটির ওপরে। এতে বিপুল সংখ্যক জনসংখ্যাকে অন্ন প্রদানের জন্য যত কার্যক্রম পরিচালিত হয়ে থাকে, মানুষের মৌলিক চাহিদাগুলোর মধ্যে সর্বাগ্রে হলো অন্ন। তাই তো কবির কথায় বেজে ওঠে “জোটে যদি একটি পয়সা খাদ্য কিনিও ক্ষুধার লাগি, জোটে যদি দুটো পয়সা ফুল কিনে নিও হে অনুরাগী”। কারণ বাঁচতে হলে খেতে হবে। খাওয়া ছাড়া একজন মানুষের সর্বোচ্চ তিন সপ্তাহ বেঁচে থাকার রেকর্ড রয়েছে। তার বেশি নয়। মানুষের খাবারের মধ্যে ছয়টি উপাদান অপরিহার্য। আমিষ, শর্করা, স্নেহ, খনিজ লবণ, ভিটামিন ও পানি এই ছয়টি খাদ্যোপাদান সমৃদ্ধ খাবারকে আদর্শ বা সুষম খাবার বলা হয়। তাই জীবনকে সুস্থ ও নিরাপদ রাখতে এই সব খাবারের কোন বিকল্প নেই। সুতরাং বলা যায় যে, জীবন ও স্বাস্থ্য রক্ষার নিরাপদ খাদ্যের গুরুত্ব অপরিসীম ।

বিএসটিআইঃ বিভিন্ন ধরণের পণ্য উৎপাদনকারী প্রতিষ্ঠানের লাইসেন্স প্রদান, মান নিয়ন্ত্রণ এবং ভেজাল খাদ্যের বিরুদ্ধে ব্যবস্থা নিয়ে থাকে বাংলাদেশ স্ট্যান্ডার্ডস টেস্টিং ইনস্টিটিউশন (বিএসটিআই)। শিল্প খাদ্য ও রাসায়নিক পণ্যের মান নির্ধারণ ও নিয়ন্ত্রণ বিএসটিআই এর প্রধান কাজ, তাছাড়া দেশব্যাপি সরকার নির্ধারিত ওজনের বিষয়টিও তারা প্রয়োগ করে। ঢাকাস্থ সদর দপ্তর কার্যালয় দ্বারা সকল বিভাগে বিএসটিআই কার্য পরিচালনা করে। ১৯৮৫ সালে প্রতিষ্ঠার পর থেকে বিএসটিআই পণ্যের মান নিয়ন্ত্রণ, অনুমোদন ও ভেজাল রোধে কাজ করে যাচ্ছে।

উপসংহারঃ বেঁচে থাকার জন্য মানুষকে অবশ্যই খাদ্য গ্রহণ করতে হবে, কারণ খাদ্য গ্রহণ করা ছাড়া মানুষ বেঁচে থাকতে পারে না। আর জীবনকে সুস্থ রাখতে নিরাপদ খাদ্যের বিকল্প নাই, তাই পরিশেষে বলা যায় যে, জীবন ও স্বাস্থ্য রক্ষায় নিরাপদ খাদ্য অপরিহার্য।

বাংলাদেশ একটি উন্নয়নশীল দেশ। দেশটি পৃথিবীর ৪২তম বৃহত্তম অর্থনীতি দেশ। ২০১০-২০১৭ সালের মধ্যে বিশ্বের ১৫টি দেশকে পিছনে ফেলে বাংলাদেশ ৫৮ থেকে ৪৩তম অর্থনীতির দেশে উন্নীত হয়েছে। এই উন্নতির পেছনে জিডিপির বৃহৎ তিনটি খাত যথাঃ কৃষি, শিল্প এবং সেবা এর ভূমিকা অপরিসীম। সেবা খাতের মধ্যে প্রথমেই রয়েছে ব্যাংক ও আর্থিক প্রতিষ্ঠান। বাংলাদেশের জিডিপিতে ২০১৬-১৭ এবং ২০১৭-১৮ অর্থ বছরে এই ব্যাংকসমূহ যথাক্রমে ৩.৪৫ ও ৩.৪৬% অবদান রাখে। ব্যাংকের সাথে শেয়াবাজারের রয়েছে গুরুত্বপূর্ণ সম্পর্ক। ব্যাংক এবং শেয়ারবাজার পরষ্পর পরষ্পরের সাথে গভীরভাবে সম্পর্কীত। ব্যাংকের বিকাশে যেমন শেয়ারবাজার ভূমিকা রাখতে পারে ঠিক তেমনি শেয়ারবাজারকেও অস্থিতিশীলতার হাত থেকে রক্ষা করতে পারে এই ব্যাংক প্রতিষ্ঠান সমূহ। শেয়ারবাজারে শেয়ার কেনা বেচার ক্ষেত্রে যে কারসাজি গুলো হয়ে থাকে তার অধিকাংশরই দায়ভার এই ব্যাংকগুলোর। কারণ ব্যাংকগুলোই তাদের শেয়ারগুলোর কৃত্রিম সংকট তৈরি করে শেয়ারের মূল্য বাড়িয়ে দেয় যা শেয়ারবাজারের একটি অস্বাভাবিক অবস্থা। ব্যাংকগুলো যদি শেয়ারবাজারের সাথে এক হয়ে কাজ করে তাহলে শেয়ারবাজারে বড় ধরনের দরপতন কিংবা শেয়ারের মূল্যের খুব বেশি উর্ধগতি দেখা দেবে না। অর্থাৎ স্বাভাবিক বাজার অবস্থা বিরাজমান থাকবে। তাই ব্যাংক এবং শেয়ারবাজেরর মধ্যে ভারসাম্যমূলক সম্পর্ক থাকাই কাম্য ।

A Self - Reliant Economy 'Concept and Reality

The term self-reliance stresses trust in one's own thoughts, skills and originality, and belief in one's own capabilities and genius. It also rejects the need for external support and glorifies the importance of self-application.

Self-help development means development by and for the people. Without a horizontal model and process of development with vertical complementation of necessary means, Bangladesh cannot realize the much needed balanced and equitable social development. Dependence of the population on land has increased more than dependence on other economic sectors, due to a higher rate of population growth in the rural than in the urban sector; a lower rate of growth in land reclamation and the addition of new land to agriculture; and a relatively lower rate of increase in agricultural and industrial productivity than in the population growth rate.

In 1971, Bangladesh had 75 million people and its per capital annual income was $100. In 47 years its population has increased to 160.8 million & per capital income $1752 (According to the data recently published by BBS - 2018). Since 1991, its average annual growth rate has been improving at the rate of 5.4%, Using base year 2005-06, the current GDP growth rate is 7.65%. According to the labor Force Survey 2016, there are 6.35 crore people who are active workers. About 40.6% labor force is directly involved in agricultural sector and reaming 20.4% and 39% workers are engaged in industry and service sector respectively. By the efforts of the unvoiced heroes of our garments sector, Bangladesh has becoming more self-reliant in terms of economy. Though there any some trade deficit, Bangladesh's export earnings reached to 27,451.55 million US dollar (July 2017 - March 2018) and imports reached to 38,715 million US dollar. Thus our economy gets free from depending upon developed countries. But the current 168.8 million population of Bangladesh has a much smaller impact compared to the countries such as Canada, UK, USA whose populations consume and waste, per capital more than 10 times the natural resources by Bangladesh people.

In conclusion we can assume that the reality of self-reliant economy like Bangladesh is far away from the concept of it. Conceptually it is possible for being self-reliant but in the age of force market economy and in the age of modern industrialization, it is some what impossible to be 100% self- reliant. Because the cost of factors of production may be differ from country to country, so the cost of producing any goods in country is less profitable than to import it from other countries. For this, it is not important to be self-reliant economy rather it is important to be more industrialized and service based economy.

Passage টি মূলত পরিবেশের একটি ইস্যু নিয়ে কথা বলেছে। জলবায়ু পরিবর্তনের কারণে নিম্নাঞ্চলের ও সমুদ্রতীরের মানুষ যে ক্ষতিকর প্রভাবের সম্মুখীন হবে, Passage টির প্রথম দিকে সেই বিষয়ে ইঙ্গিত দেয়া হয়েছে। এরপর এই জলবায়ু পরিবর্তনের কারণ নিয়ে বলা হয়েছে যে কার্বন-ডাই-অক্সাইড, মিথেন, ফ্লোরোকার্বন এবং নাইট্রাস অক্সাইড নামক এই ক্ষতিকর গ্যাসীয় উপাদানগুলোর মাধ্যমে জলবায়ুর পরিবর্তন হয়। এই সকল গ্যাসগুলো জলীয় বাষ্পের উপস্থিতিতে পৃথিবীতে আসা অবলোহিত রশ্মিকে ফিরে যেতে বাঁধা দেয়। ফলে পৃথিবীর তাপমাত্রা বেড়ে যায়। এরপর বলা হচ্ছে যে, এই গ্রীন হাউস গ্যাসগুলে৷ বায়ুমন্ডলে ৩০ বছর থেকে ১০০ বছর পর্যন্ত থাকে যার ফলে পৃথিবীর তাপমাত্রা ক্রমেই বেড়ে চলছে। তাছাড়া গাড়ি ও শিল্প কারখানা হতে নির্গত ধোঁয়া এই পরিস্থিতিকে আরো খারাপ করে তুলছে। বন নিধনের কারণে বায়ুর তাপমাত্রা আরো বেড়ে যাচ্ছে কারণ এই কার্বন-ডাই-অক্সাইডকে Absorb করার মতো কোন গাছ থাকছে না। আসুন এবার আমরা প্রশ্নের সমাধানে যাইঃ

a. Suitable title: "Green house gases and its lethal effects on earth."

b. Environmental refugees are people who are forced to leave their home region due to sudden or long term changes to their local environment.

c. Some people opines that man-made activities cause climate change but most of the environment-experts blame burning of fossil fuels to the climate change as fossil fuels emit greenhouse gases which are responsible for climate change.

d. Greenhouse gases hinders detrimental rays such as infrared ray which were radiated from the sun to go back into space. That means gases remain in the air which make the temperature Bidet warmer. This warmer temperature changes climate.

e. Trees have great virtue. They intake carbon-di-oxide releasing oxygen in the air. They absorb most of the carbon-di-oxide which are the crucial factor of climate change. So forestation can contribute a lot in decreasing the global worming.

Extreme poverty, as defined by the World Bank, meant not having enough income to meet the most basic human needs for adequate food, water, shelter, clothing, sanitation, health care or education. In 2008, the Bank calculated that this requires a daily income that is the purchasing power equivalent of about USD 1.25 per day in the United States. That is not the foreign exchange equivalent of USD 1.25, which might not be so bad, because as everyone who travels from a rich country to a poor one knows, the currencies of rich countries often have much greater purchasing power in poor countries. The World Bank's definition takes that difference into account: the poor earn only as much as will buy, in their currency, the quantity of necessities the USD 1.25 will buy in the United States. The Bank estimates that 1.4 billion people have less income than this.

= বিশ্বব্যাংকের সংজ্ঞানুসারে পর্যাপ্ত খাদ্য, পানি, বাসস্থান, বস্ত্র, স্বাস্থ্যবিধান রক্ষা বা শিক্ষার মতো মৌলিক মানবিক চাহিদা মেটানোর জন্য আধিক্য আয়ের অনুপস্থিতিকেই শুধু চরম দারিদ্র্য বলা হয় না। ২০০৮ সালের ব্যাংকটির হিসাব অনুযায়ী এই চাহিদা মেটাতে দৈনিক আয়ের ক্রয় ক্ষমতা ১.২৫ ডলারের সমতুল্য হতে হবে। এটা শুধু বৈদেশিক মুদ্রা হিসেবে ১.২৫ ডলারের বিনিময়ের সমান নয় বরং তার চেয়েও বেশি কিছু। কারণ আমরা প্রত্যেকেই জানি যে, ধনী দেশের কেউ গরীব দেশে ভ্রমণ করতে গেলে ধনী দেশের অর্থের ক্রয়ক্ষমতা গরীব দেশে অনেক বেশি হয়। সংজ্ঞায় এই পার্থক্য বিশ্বব্যাংক আমলে নেয়। গরীবরা ততোটুকুই আয় করে যতটুকু তারা নিজের অর্থ দ্বারা কেনা কাটা করে, কিন্তু এই ১.২৫ ডলার দিয়ে USA তে ঐ দেশের প্রয়োজনীয় পণ্য কেনায় ব্যবহৃত হয়। ব্যাংকের তথ্যানুযায়ী বিশ্বের ১.৪ বিলিয়ন লোকের আয় উল্লিখিত পরিমাণের চেয়ে কম।

আমার বাংলার সভ্যতা, আমার বাঙালি জাতি এ নিয়ে হল, বাঙালি জাতীয়বাদ। বাংলার কৃষ্টি, বাংলার ঐতিহ্য, বাংলার আকাশ-বাতাস, বাঙালির রক্ত দিয়ে গড়া, বাংলার জাতীয়তাবাদ। আমি গণতন্ত্রে বিশ্বাসী, জনসাধারণের ভোটের অধিকারকে বিশ্বাস করি। আমরা বিশ্বাস করি সমাজতন্ত্রে, যেখানে শোষণহীন সমাজ থাকবে। শোষকশ্রেণী আর কোনদিন দেশের মানুষকে শোষণ করতে পারবে না, সেই জন্যই অর্থনীতি হবে সমাজতান্ত্রিক। আর হবে ধর্ম-নিরপেক্ষতা, ধর্ম-নিরপেক্ষতা মনে ধর্মহীনত্য নয়। হিন্দু তার ধর্ম পালন করবে, মুসলমান তার ধর্ম পালন করবে, খৃষ্টান-বৌদ্ধ যে যার ধর্ম পালন করবে। কেউ কারো ধর্মে হস্তক্ষেপ করতে পারবে না, বাংলার মানুষ এটা চায় না। রাজনৈতিক কারণে ধর্মকে ব্যবহার করা যাবে না। যদি কেউ ব্যবহার করে, তাহলে বাংলার মানুষ তাকে প্রত্যাখ্যাত করবে, এ বিশ্বাস আমি করি। এখানে ধর্মের নামে ব্যবসা চলবে না।”

= Bangalee nationalism is comprised of my Bangla civilization along with my Bangalee nation. Bangla air and sky, culture, tradition and Bangalee nationalism are made by the blood of Bangalee. I believe in democracy and suffrage of people. We believe in socialism, where exists a exploitation free society. The tyrants can never be able to rule out people, that's why economy will be socialistic by nature. And there exists secularism, but secularism does not mean atheism. Muslims, Hindus, Christians and Buddhists will perform their respective religion. Nobody will meddle nobody's religion and Bangalee people do not want it. Religion can not be used for political means. If anyone does this I believe, Bangalee people will turn him down. Here, business will not run in the name of religion.

প্রশ্নে বলা হচ্ছে যে, একজন শিক্ষককে 35 খাতার দেখার জন্য 3 ঘণ্টা সময় দেয়া হলো। প্রথম 30 মিনিটে সে 5 টি খাতা দেখল ৷ প্রদত্ত সময়ে শেষ করতে হলে বাকি খাতাগুলো কি হারে দেখতে হবে?

Given, total allotted time = 3 hours

$= 3 \times 60 = 180 minutes$

∴ Remaining time = 180-30 = 150 minutes

∴ Remaining papers = 35 - 5 = 30 minutes

Per hour speed of grading first 5 papers $= \frac{60 \times 5}{30}$ = 10 papers

& to complete the work in time, required per hour speed of grading 30 papers $= \frac{30 \times 60}{150}$ = 12 papers

So, she should enhance the work speed by $= \frac{12-10}{10} \times 100 = 20\%$

Let, Tenth digit is x and unit digit is y

∴ The number = (10x + y)

From equation (ii), $10x + y + 18 = 10y + x$

From equation (i), we get $4(x + y) = 10x + y$

Now, putting the value of x in equation (iii) we get

Adding equation (i) and (iii) we get

Let, He invested Tk. x in company 'M' at 10%

∴ In 'N' Company, he invested Tk. (9,000-x) at 9%

We know, $I = \frac{P \times r \times n}{100}$

∴ The amount of interest at 10% of Tk. x $= \frac{x \times 10 \times 1}{100} = \frac{x}{10} Tk.$

And the amount of interest at 9% of Tk. (9,000 - x) $= \frac{\left(9000 - x\right) \times 9 \times 1}{100} = \frac{9 \left(9000 -x\right)}{100}Tk.$

According to question $\frac{x}{10} + \frac{9 \left(9000-x\right)}{100} =850$
