Why Government borrowing from banks:
Import payment: Bangladesh depends on foreign countries for daily necessaries and other goods and services. There is a huge gap between import and export. So, govt. bounds to borrow money from Bangladesh Bank. 

Internal expenditure: Govt. has a huge expenditure. But govt. has to depend on indigenous sector and foreign sector. So the collection of this money govt. has to lend from banking sector.

High inflation: To adjust the expenditure govt. borrows money from bank.

Subsidy in productive sector: Govt. has to subsidy in productive sector but it is not profitable. So, to adjust govt. borrows money from bank.

Payment of foreign loan: Sometimes govt. can't manage money to pay foreign loan and then fill up it from bank.
