The CEO's conclusion is not fully justified because it is based only on the average delivery time of the two warehouses.

1. Average delivery time alone does not measure overall efficiency. Efficiency may also depend on factors such as operating costs, shipping capacity, accuracy, reliability, customer satisfaction, and resource utilization.
