Unemployment and it's deleterious effects on society is the main theme of this passage.

As unemployment creates virulent problems on society as a whole and increased number of unemployment refers increased number of problems, so it is not desirable in the society. 

An unemployed man does feel good always. Sometimes disappointment fell upon him and compels him thinking unethical and unsocial thoughts. Thus, unemployment can have negative impact on mind.

In a welfare state, the government of this state assigns a huge amount of allocation from GDP for the social security purpose. Most of the funds go for the unemployment allowance. And obviously, this huge amount of money comes from taxation. So, unemployment provokes government to increase tax rate.

If the level of unemployment is reduced, the government will not spend more for the unemployed people, rather it will spend these funds for the development activities of the country.

The unemployment rate in Bangladesh is very high. The government with the help of private partners has to invest a great deal of fund in manufacturing field which may generate employment opportunities.
