Why can't river gypsy children go to conventional schools? (Read the text and answer the question)

Global climate change affects Bangladesh worsely. Rain is uncertain and unpredictable because of climate change. Most of her rivers have gone dry for want of rain and global warming.

The authorities feel that gypsy people need help to survive in the mainstream population. They also feel the need to bring them under formal education network.
