Let the total number of students be 100. Then, the number of french speaking students is 40.
Now, the number of male students is 60% of 100 = 60.
Then, the number of female students is 100 - 60 = 40.
Then, the number of french speaking male student = 60% of 60 = 36
So, the number of french speaking female student = 40 - 36 = 4
Therefore the number of female students not speaking french = 36 ≡ 36%
