Assume that the tank fills in x minutes
By Direct Proportion,
x1/y1 = x2/y2
220/1 = 45000/x
x = 45000/220
x = 204.54
x = 205 minutes (approx.)
Divide x by 60 in order to convert from Minutes to Hours
⇒ 205/60 = 3.41 hours
Estimating to nearest half hours,
The 45000 L tank is filled in 3.5 hours at the rate of 220 L/m
