বাংলাদেশ সরকার ১৯৯৭ - ৯৮ অর্থবছরে 'বয়স্ক ভাতা' কর্মসূচি প্রবর্তন করে এবং এর কার্যক্রম শুরু হয় এপ্রিল ১৯৯৮ থেকে। এ কর্মসূচির উদ্দেশ্য হলাে দেশের দুর্দশাগ্রস্ত, অবহেলিত বয়স্ক জনগােষ্ঠীর আর্থ - সামাজিক অবস্থাকে বিবেচনা করে সামাজিক নিরাপত্তা বেষ্টনীর আওতায় নিয়ে আসা।
