The answer is HBr. In the presence of peroxides, HBr can undergo free radical chain reactions leading to the formation of bromine radicals. These radicals can then react with the alkene in a non-Markovnikov manner, resulting in the opposite product distribution. This is known as the peroxide effect. HCN, HCI, and HI do not show this effect.
