Case Scenario :
The country of Mercadia, a lower-middle income economy, has been trying to diversify its export base by supporting small and medium enterprises (SMEs) in sectors like garments, agro-processing and light engineering. While global demand for Mercadian goods is growing, many SMEs struggle to fulfill international orders due to limited access to export finance.
Commercial banks are often reluctant to extend pre-shipment and post -shipment credit to SMEs due to a lack of collateral, poor documentation, and high risk perception. As a result, a large portion of. potential export earnings remains untapped. Currently, Mercadia faces the following challenges :
(1) Limited pre-shipment credit: Many SMEs are unable to procure raw materials or hire labor in time to fulfill confirmed export orders.
(2) Delayed Realization of Export Proceeds: Due to shipping and documentation issues, export payments are delayed, affecting SME cash flow.
(3) Low Utilization of Export Development Fund (EDF): Despite having access to central bank refinancing, many exporters are unaware of or unable to access the EDF scheme.
(4) High Dependence of Factoring Agents: Some SMEs are relying on costly international factoring services to get early payment, which reduces their profitability.
Recent Measures Taken by Mercadia :
- The central bank has expanded the Export Development Fund (EDF) and allowed up to USD 1 million financing per exporter at 4% interest.
- A Digital Export Credit Application Portal has been launched to streamline loan applications for exporters.
- Exporters with confirmed LCs or export contracts are now eligible for collateral free financing up to a certain threshold under SME windows.
